The IO-Warriors take care for that. If you do a write commend without generating a stop then do a read commend it will automatically generate a restart condition.

DALI does not have any option to poll all devices at once, at least not one that will give you a useful result. So there is no way but to query each device separately. Reading the Command register in the LW14 makes only sense when that status flags indicate that new data has been received. Not sure ...

Please keep in mind that this works only with IOW24. IOW24 is a discontinued product. It did run out in 2018.

The LW14 is fine with a 3.3 V I2C and since it is the device and not the master this should work without a level shifter. Yes this does work, you don't even need to double the R4 and R6.
Driving the relays should work if you are going only to zero or full output. The relay will have no chance to follow the 730 Hz PWM.
